Amends Section 14 of the Michigan Occupational Safety and Health Act to replace "shall" with "must" in subsections (6) and (7) regarding administrative rule processing and promulgation standards.

Adds new subsection (8) to Section 14 to clarify that the "clear and convincing need" requirement for state-specific safety standards does not apply to rules promulgated under Section 14r or Section 19(2).

Requires the director to promulgate construction safety rules specific to employees who menstruate or express milk, including bathroom accommodations with internal locks and menstrual hygiene products provided at no cost.

Mandates construction employers provide lactating employees with a private, lockable location to express milk (other than a bathroom), a hygienic refrigerator meeting CDC storage guidelines, and access to clean water for hands and equipment.

Applies accommodation requirements to all construction employers on multi-employer job sites, ensuring each employer provides these accommodations to its own employees.
