Adds requirement that executive orders, proclamations, and directives issued under the Emergency Management Act cannot shut down food or drink establishments unless full reimbursement is provided under the shutdown reimbursement act for revenue lost due to the shutdown

Requires governor's emergency declarations for disaster or emergency conditions to sunset after 28 days unless extended by resolution of both houses of the legislature (existing law maintained)

Prohibits governor from suspending criminal process and procedures or the shutdown reimbursement act when suspending regulatory statutes during emergencies

Defines "food or drink establishment," "revenue lost," and "shut down" by reference to definitions in the shutdown reimbursement act

Bill is contingent on enactment of House Bill 5647 or the referenced Senate Bill to take effect
