Establishes the shutdown reimbursement grant program administered by the Department of Labor and Economic Opportunity to reimburse food and drink establishments for revenue lost due to shutdown orders.

Defines eligible entities as food or drink establishments (including restaurants, bars, breweries, and similar venues) that were operating before an emergency/disaster and lost revenue or permanently ceased operations due to a shutdown order.

Calculates revenue lost as the difference between pre-shutdown average monthly revenue (multiplied by months shut down) and actual revenue during the shutdown period, excluding amounts already reimbursed through other federal or state programs.

Awards grants specifically for COVID-19 pandemic shutdowns occurring between March 10, 2020 and July 1, 2021, with the legislature required to annually appropriate sufficient funds to reimburse all eligible applicants (or proportionally reduce payments if funds are insufficient).

Requires applicants to provide documentation to substantiate eligibility and revenue loss; imposes penalties of up to 93 days imprisonment and $1,000 fine for knowingly submitting false information; allows the Attorney General to recover improper grant payments.
