Establishes a pilot program from January 1, 2025 to December 31, 2032 for selecting architects, engineers, and surveyors for state projects with estimated service costs of $250,000 or more using qualifications-based selection rather than competitive bidding.

Requires departments and state agencies to publish notices requesting statements of interest and qualifications, evaluate firms based on qualifications and past performance, conduct discussions and presentations, and rank firms before negotiating contracts.

Allows contract negotiations to begin with the highest-ranked firm at fair and reasonable compensation, with provisions to move to the next-ranked firm if negotiations fail.

Permits agencies to waive the pilot program requirements in emergency situations or for energy conservation improvement projects under section 253.

Requires annual reports to the legislature from January 1, 2026 through 2033 evaluating whether pilot program projects delivered innovations, met schedules and budgets, improved collaboration, and produced high-quality design documents.
