Removes "health maintenance organization" from the definition of "health facility or agency" in the Public Health Code, effective October 1, 2027.

Adds "supplemental nursing services agency" as a defined health facility type subject to licensure under new Part 219A, with an annual license fee of $2,000.00.

Establishes licensing requirements for supplemental nursing services agencies, including documentation that temporary staff meet minimum standards, are employees of the agency, and restrictions on employment fees or damage payments.

Caps billing rates for supplemental nursing services agencies at no more than 25% above the hourly wage paid to the temporary nursing staff provided to health facilities.

Requires supplemental nursing services agencies to submit quarterly reports to the department on charges and wages for nurses, nursing assistants, nurse aides, and orderlies at Medicare and Medicaid participating facilities, with enforcement delayed 6 months after the bill's effective date.
