Amends the definition of "issuing officer" in the Youth Employment Standards Act to include a minor's parent or legal guardian if the minor is being educated under section 1561(3)(f) of the revised school code (home-schooled minors).

Allows parents or legal guardians of home-schooled minors to issue work permits for those minors, in addition to school district administrators and other educational officials.

Adds a new definition clarifying that "issuing officer of the school district, intermediate school district, public school academy, or nonpublic school at which the minor is enrolled" includes parents or legal guardians for home-schooled minors.

Makes technical corrections to language in the statute, including changing "the" to "this" when referring to the state and replacing "pursuant to" with "under" for consistency.
