Renames the "Michigan office of regulatory reform" to the "Michigan office of administrative hearings and rules" throughout the Administrative Procedures Act.

Requires each state agency to submit 20% of its rules for review by January 31 each year, with all rules reviewed at least once every 5 years, beginning January 31, 2025.

Mandates agencies submit detailed rule reports by January 31 following publication of review lists, assessing whether rules are necessary, outdated, duplicative, or should be rescinded, including fiscal impacts on the agency, businesses, individuals, and local governments.

Automatically rescind any rule that an agency fails to include in its required review report within 60 days after notice of deficiency is published in the Michigan Register.

Requires the Auditor General to conduct annual performance audits of agency rule reports beginning January 15, 2027, and report findings to the Governor, Legislature, and the public.
