Creates an independent Environmental Rules Review Committee within the Office of Regulatory Reinvention consisting of 4 nonvoting state department directors and 15 voting members appointed by the governor with senate confirmation, representing industry, environmental, agricultural, and public interests.

Establishes a mandatory review process for all Department of Environment, Great Lakes, and Energy rule-making, requiring committee approval based on five criteria: statutory authority compliance, reasonable implementation of statute, necessity proportional to burden, clarity, and sound scientific basis.

Grants the Environmental Rules Review Committee authority to reject or require modifications to proposed rules, with 35-day review period after receiving draft rules and up to 90-day extensions if additional review is needed.

Allows the department to proceed with public hearing only if the committee approves the draft rules, the committee fails to rule within 35 days, or after 90-270 days of failed resolution attempts the governor directs the department to proceed.

Requires the department to submit an agency report within 120 days after public hearing summarizing comments and proposed changes, with the committee having up to 120 days to approve, modify, or reject the rules before final submission to the legislature.
