Michigan Strategic Fund, in conjunction with the Department of Licensing and Regulatory Affairs and Department of Treasury, shall investigate the feasibility of developing a virtual small business facilitator created by a third party vendor.

Virtual facilitator would use a question-and-answer format to identify possible legal entities for businesses and assist users with applying for legal entity designations with the state.

Facilitator would assist users with state compliance issues including sales tax, use tax, unemployment compensation, and workers' compensation, and help identify and apply for appropriate licenses, certificates, and state authorizations.

Facilitator would link users to business startup resources available through state, local, and federal government agencies.

Michigan Strategic Fund shall contract with third party vendors to investigate feasibility and report findings to the Governor and both houses of the legislature by October 1, 2025.
