Establishes specific criteria for administrative transfers of appropriations by the state budget director: adjusting for cost variations, adjusting between federal or restricted financing sources, paying court judgments, or paying settlements and claims.

Requires the state budget director to notify appropriations committee members at least 30 days before making an administrative transfer, and either appropriations committee may disapprove the transfer within that 30-day period to block it.

Prohibits administrative transfers from the strategic outreach and attraction reserve fund unless approved by a majority record roll call vote in both houses of the legislature.

Restricts work project designations to exclude the critical industry program and Michigan strategic site readiness program, and prohibits using funds from the strategic outreach and attraction reserve fund or these two programs in calculating estimated completion costs.

Requires the director to submit work project reports to appropriations committees within 120 days of fiscal year conclusion, listing all work project accounts, account balances, lapsed funds from previous projects, and funds receiving those lapses.

Takes effect only if House Bill 5679 and House Bill 5680 are also enacted into law.
