Amends the Open Meetings Act to permit governing bodies of public community and junior colleges to hold meetings where members participate remotely under any circumstances if certain conditions are met.

Requires that a resolution authorizing remote participation be passed by the public body before remote meetings can occur.

Mandates that at least a quorum of members must attend in person at a physical location open to the public.

Requires that members participating remotely must be visible to other members and the public when speaking or voting, in addition to two-way audio communication.

Applies to governing bodies established under section 7 of article VIII of the state constitution of 1963 or part 25 of the revised school code.
