Adds new exhaust system violation provision allowing vehicles with 2 or more prior violations of section 707c(4) to be towed and removed from highways by police agencies.

Establishes escalating penalties for operating vehicles with excessive exhaust noise: first violation is $500 civil infraction, second violation is $1,000 civil infraction, third or subsequent violation is $1,000 misdemeanor.

Provides court relief provision allowing dismissal of fines and costs if defendant proves vehicle is no longer in violation before appearance date.

Clarifies exhaust system requirements by separating defects in mufflers/noise dissipation devices (civil infraction) from operation of vehicles with cutouts, bypasses, or amplifiers (separate offense).

Requires courts to report violations of section 707c(4) to Secretary of State and specifies exhaust system violations are not assessed as driver license points.
