Establishes mandatory 5-year prison sentence for selling, giving, or furnishing alcoholic liquor, prescription drugs, poisons, or controlled substances to prisoners in correctional facilities.

Requires mandatory sentence of not less than 1 year and not more than life for bringing alcoholic liquor, prescription drugs, poisons, or controlled substances into or onto a correctional facility.

Increases penalty for prisoners possessing weapons or implements inside correctional facilities from unspecified to mandatory 15 years to life imprisonment.

Establishes mandatory sentence of not less than 1 year and not more than 5 years for selling, giving, furnishing, or disposing of cellular telephones or wireless communication devices to prisoners or in correctional facilities.

Modifies default penalties in MCL 800.285 to make imprisonment up to 5 years or a fine of not more than $1,000 (or both) applicable when specific mandatory sentences in sections 1, 3, and 3a do not apply; takes effect 90 days after enactment.
