Establishes mandatory minimum sentence of 5 years to life imprisonment for bringing weapons or escape-assisting items into a jail without authorization.

Increases mandatory minimum sentence for prisoners possessing weapons or escape-assisting items from unspecified to 15 years to life imprisonment.

Establishes mandatory minimum sentence of 1 to 5 years imprisonment for prisoners possessing or using cellular telephones or wireless communication devices in jail.

Establishes mandatory minimum sentence of 5 years to life imprisonment for bringing, selling, furnishing, or disposing of alcoholic liquor or controlled substances in jails, and for prisoners possessing such substances.

Takes effect 90 days after enactment; clarifies that controlled substance violations punishable by more than 5 years under separate drug laws are not prosecuted under this act.
