Removes section 7 violations from the general felony provisions in section 9, establishing separate mandatory sentencing for section 7 violations of not less than 2 years 6 months and not more than life imprisonment.

Changes sentencing for section 5 violations from tiered penalties (5, 10, or 15 years based on number of offenses) to a mandatory sentence of not less than 10 years and not more than life imprisonment for all violations.

Applies sections 5 and 7 of the identity theft law whether the victim or intended victim is alive or deceased at the time of the violation.

Maintains existing provisions allowing consecutive sentencing, the defense of lawfully obtaining personal identifying information for crime detection purposes, and exemptions for regulated financial institutions and insurance entities.

Takes effect 90 days after enactment.
