Changes penalty for sex offender registration violations with one prior conviction from "not more than 7 years" to "not less than 2 years or more than life or any term of years" imprisonment.

Changes penalty for sex offender registration violations with two or more prior convictions from "not more than 10 years" to "not less than 4 years or more than life or any term of years" imprisonment.

Maintains existing penalties for first-time violators (up to 4 years imprisonment or $2,000 fine) and misdemeanor penalties for specific registration violations.

Takes effect 90 days after enactment into law.
