Changes mandatory minimum sentences for felony offenses involving deaths to use "not less than" language instead of "not more than," establishing minimum prison terms of 5 years (from 15 years) for work zone and school bus zone violations causing death, 5 years (from 15 years) for fleeing police causing death, and 5 years (from 15 years) for hit-and-run causing death.

Modifies fleeing and eluding statutes to require minimum sentences of 2, 4, and 6 years (down from 2, 5, and 10 years respectively) for fourth-, third-, and second-degree offenses, while allowing sentences up to life imprisonment.

Adjusts operating while intoxicated (OWI) causing death penalties to require minimum 5-year sentences (down from 15 years) with maximum life sentences, and reduces serious injury OWI penalties from minimum 5 years to minimum 2.5 years.

Makes pronoun references gender-neutral by replacing "he or she" and "his or her" with "the person," "the driver," "the officer," or "the defendant" throughout the vehicle code sections.

Effective 90 days after enactment into law.
