Requires law enforcement to make reasonable efforts to have an officer or staff member of the same sex present when an arrested individual requests accommodation to remove religious garb covering hair, head, face, ears, or neck based on sincerely held religious beliefs.

Mandates booking photographs be taken by same-sex law enforcement personnel in the most private location practical, with individuals of the opposite sex excluded from the area during removal of religious garb.

Specifies photography requirements based on coverage type: individuals with head/hair covering only must be photographed with garb on (2 photos); those with face and hair covering must be photographed with garb on and with only face covering removed (4 photos total), unless specific conditions are met for county jail felony bookings.

Requires photographs taken without religious garb be kept confidential and exempt from public disclosure under the Freedom of Information Act.

Allows same-sex requirement exemption only if reasonable efforts to locate same-sex personnel fail or safety circumstances present danger; requires replacement religious garb be provided to detained individuals in reasonable time frame.
