Adds a new exception (subsection 2(r)) allowing applications for neighborhood enterprise zone certificates to be filed after building permits are issued for new facilities in zones designated in October 1994, if the building permit was issued in February 2022.

Changes mandatory language from "shall" to "must" throughout section 4 for consistency with modern drafting standards.

Clarifies application procedures by replacing "shall not" with "notwithstanding" in subsection (7) for technical accuracy.

Maintains existing requirements that homestead facility owners commit to a minimum $500 investment over the first 3 years and document investments as required by the assessor.

Preserves special effective date provisions for certificates issued under various prior amendments, with most becoming effective on January 1 of the tax year following approval.
