Adds new category of public bodies authorized to hold electronic meetings under any circumstances: boards or governing bodies of prepaid inpatient health plans, regional mental health entities, and community mental health services programs, effective upon enactment.

Requires that at least a quorum of such health plan boards attend meetings in person at a physical location open to the public, while other members may participate remotely.

Mandates that members participating remotely must be visible to other board members and the public when speaking or voting, in addition to existing two-way communication requirements.

Clarifies that public bodies described in subsections (1)(d), (e), (f), or (g) may apply additional conditions to remote participation or prohibit it entirely, except when required to accommodate absent members due to military duty or medical conditions.

Allows any public body to permit members of the public to observe and participate remotely in meetings without restriction.
