Replaces "shall" with "must" throughout sections 8379 and 8396 of the Revised Judicature Act for grammatical modernization.

Adds new subsection (3) to section 8379 requiring civil fines from violations of section 627c of the Michigan Vehicle Code (or substantially corresponding local ordinances) to be paid to the county treasurer and distributed according to section 909 of the Michigan Vehicle Code.

Modifies section 8396 to require that civil fines from violations of local ordinances substantially corresponding to section 627c of the Michigan Vehicle Code must be paid to the county treasurer and distributed per section 909 of the Michigan Vehicle Code.

Updates references in section 8379 to account for the new subsection (3), clarifying that certain fine and cost distribution provisions apply "except as provided in subsection (3)."

Bill's effectiveness is conditional on the enactment of House Bill No. 4921 of the 102nd Legislature.
