Establishes a tolling enforcement program allowing the Secretary of State to enter into agreements with international toll bridge and tunnel operators to aid in collecting unpaid tolls upon appropriation of funds.

Authorizes the Secretary of State to refuse vehicle registration or transfer of registration if an individual fails to pay 6 or more tolls that remain unpaid for over 90 days after receiving notice, unless the tolls are subsequently paid or a dispute resolution process determines the individual is not responsible.

Requires tolling enforcement agreements to include dispute resolution procedures, data sharing standards, notice requirements, and service fees, with operators limited to using shared data solely for toll collection purposes.

Permits the Secretary of State to enter reciprocity agreements with other states or tolling entities for mutual enforcement of toll collection, provided the other jurisdiction offers adequate notice, due process, and appeal protections to vehicle owners.

Allows the Secretary of State to release registration information and take necessary actions to enforce or collect tolls under reciprocity agreements, and permits the Secretary of State to charge fees to cover collection service costs.
