Creates felony offense for knowingly bringing aliens to the United States at locations other than designated ports of entry, with imprisonment up to 10 years or $20,000 fine.

Establishes felony for transporting, concealing, or harboring aliens unlawfully present in the United States, with imprisonment up to 5 years or $10,000 fine; increases to 10 years or $20,000 if done for commercial advantage or financial gain.

Makes it felony to encourage or induce aliens to illegally enter or reside in the United States, with same penalties as transportation/harboring offenses.

Creates separate misdemeanor offense for bringing aliens without prior authorization, punishable by up to 1 year imprisonment or $20,000 fine; increases to 3-10 years imprisonment if done for commercial advantage or if alien intended to commit crimes.

Adds felony offense for knowingly hiring 10 or more aliens during a 12-month period, punishable by up to 5 years imprisonment or $8,000 fine; increases to 10 years if part of commercial enterprise, aliens transported in large groups, or transportation endangered lives.
