Removes the deadline of the 2017-2018 school year for implementing health education curriculum standards and makes compliance ongoing.

Requires instruction in cardiopulmonary resuscitation (CPR) for grades 7-12 with psychomotor skills strongly encouraged through hands-on training for pupils able to physically participate.

Adds new requirement for instruction on first aid response kits (containing tourniquets, bleeding control dressings, compression bandages, protective gloves, trauma shears, marker, and instructions) developed by Stop the Bleed program or American College of Surgeons for grades 7-12.

Clarifies that non-certificated teachers can facilitate CPR/AED instruction without authorization unless the instruction results in pupils earning CPR certification cards.

Exempts schools providing 100% online instruction from incorporating psychomotor skills into health education instruction.
