Amends the rent vendoring program requirements to mandate that the Department of Health and Human Services make copies of the tenant rights disclosure form available in its office and on its website within 60 days of the state court administrative office creating the form.

Requires landlords participating in the rent vendoring program to certify that dwelling units meet health and safety standards, including lack of communicable disease conditions, fitness for human habitation, and proper drainage, plumbing, lighting, ventilation, and heating.

Mandates the Department terminate a landlord's rent vendoring participation if notified of housing code violations that pose health or safety hazards, or if the landlord is delinquent on property taxes or the property reverts to the state for nonpayment.

Prohibits landlords from evicting tenants solely due to termination of rent vendoring program participation, with violating tenants able to recover treble damages, court costs, and attorney fees.

Bill takes effect only if Senate Bill No. ____ or House Bill No. ____ (request no. 04069'23) of the 102nd Legislature is enacted into law.
