Creates the Transformational Projects Authority within the state transportation department to award grants and loans for transportation projects, governed by a 5-member board appointed by the governor with senate consent

Requires the authority to allocate 20% of annual Michigan Mobility Trust Fund deposits as supplemental operating grants to public transportation providers, proportional to existing operating grant formulas

Allocates remaining fund money for qualified investments in transformational mobility projects that meet criteria including high-capacity transit development, regional connectivity, innovative solutions for lower-density areas, and local/regional financial support

Prioritizes projects in regions with populations over 1,000,000 for high-capacity public transportation and projects in smaller regions for various transportation improvements, with preference for those that facilitate federal funding matches

Takes effect only if Senate Bills 559 and 562, and either House Bill 5768 or Senate Bill 5768, and either House Bill 5770 or Senate Bill 5770 are also enacted into law
