Requires local governments to indemnify their officials, employees, and contractors for federal law damages, capped at $100,000 per person or $300,000 per occurrence for personal injury/death, and $10,000 for property damage.

Provides state officials, employees, and contractors with immunity from state law damages for enforcing the same provisions, with the state required to indemnify them for federal law damages without statutory caps.

Requires local governments and the state to reimburse reasonable attorney fees for criminal prosecution defense of officials and employees taking covered enforcement actions.

Grants state attorney general representation rights to state officials entitled to indemnification and requires civil actions to be appealed directly to the Michigan Supreme Court.
