Increases Michigan Board of Psychology from 9 to 11 voting members by replacing one public member position with a licensed psychologist and appointing two additional psychologists with limited licenses.

Creates new limited license category for master's degree psychologists requiring 2 years (3,000 hours minimum before August 31, 2026; 4,000 hours after) of supervised postgraduate experience, effective upon the 2024 amendatory act, allowing practice without supervision within their qualified scope.

Eliminates mandatory supervision requirement for new limited license holders, allowing them to practice independently in areas where they have education, training, or experience, replacing the previous model requiring supervision by a fully licensed psychologist.

Changes Board of Psychology renewal requirements from discretionary ("may require") to mandatory ("shall require") continuing education in subjects related to psychology practice over the 2-year renewal period.

Modifies psychologist-patient privilege language in Section 18237 to remove references to individuals under a psychologist's supervision and updates pronouns for clarity.
