Allows candidates for United States Senator to file either nominating petitions signed by qualified electors or pay a $5,000 nonrefundable filing fee to the secretary of state instead.

Allows candidates for Representative in Congress to file either nominating petitions or pay a $1,000 nonrefundable filing fee (to secretary of state if district spans multiple counties, or to county clerk if within one county).

Filing fees must be deposited in the general fund of the state or applicable county.

Removes the December 31, 2013 deadline distinction and consolidates filing timelines for nominating petitions to the fifteenth Tuesday before the August primary.

Updates language throughout the affected sections to reflect that nominating petitions or filing fees may be filed, and modernizes statutory terminology (e.g., "shall" to "must," "person" to "individual," "o'clock, eastern standard time, in the afternoon" to "p.m.").
