Expands the definition of "veteran" in Michigan law to include individuals who died while on active duty in the United States Armed Forces, in addition to those discharged or released under conditions other than dishonorable.

Adds a new category "veteran of the uniformed services" to include commissioned officers from the National Oceanic and Atmospheric Administration (NOAA) Commissioned Officer Corps and the Public Health Service Commissioned Corps who qualify under federal law (38 USC 101-8528).

Requires that uniformed services officers be discharged or released under conditions other than dishonorable to qualify as veterans.

Includes uniformed services officers who died while on active duty in NOAA or Public Health Service corps as veterans under Michigan law.

Applies these expanded definitions to all Michigan state acts related to veterans benefits and services.
