Creates an advisory council on pediatric autoimmune neuropsychiatric disorder associated with streptococcal infections (PANDAS) within the department, consisting of 15 appointed members including immunologists, physicians, psychiatrists, pediatricians, researchers, parents, and representatives of advocacy organizations and professional groups.

Director must appoint council members within 90 days of the bill's effective date; members serve 4-year terms and the director may remove members for incompetence, dereliction of duty, or other good cause.

Council must submit annual reports to the legislature with recommendations on practice guidelines, clinical awareness and education for healthcare providers, outreach to educators and parents, and development of a network of volunteer experts on diagnosis and treatment.

Council is subject to Michigan's open meetings act and freedom of information act; members receive no compensation but may be reimbursed for actual and necessary expenses.

Advisory council is automatically abolished upon submission of the fourth annual report, approximately four years after establishment.
