Increases "increased capacity" in family child care homes from 1 to 2 additional children and in group child care homes from 2 to 3 additional children.

Allows family child care homes and group child care homes to automatically qualify for increased capacity after holding a current license for at least 29 consecutive months and receiving a renewed regular license.

Permits the department to rescind increased capacity due to corrective action, licensing action, or determination that increased capacity is not conducive to child welfare.

Allows facilities to reapply for increased capacity not less than 22 months after rescission and provides appeal rights for rescission decisions.

Adds definitions for water-related terms including "filtered bottle-filling station," "filtered faucet," and "filtered pitcher" to address lead reduction and particulate removal in child care facilities.
