Creates a doula scholarship program administered by the Michigan Department of Health and Human Services to provide financial assistance for doula training costs including books, workshops, exams, and membership fees.

Establishes eligibility requirements: applicants must demonstrate financial hardship, be Michigan residents, commit to serving as a doula in health professional shortage areas or medically underserved populations, and not have previously received a scholarship under this program.

Limits individual scholarship awards to a maximum of $3,000 and restricts each person to one award; recipients must provide documentation within 6 months showing they are working toward or have completed doula training.

Creates the doula scholarship fund within the state treasury to receive and hold money for scholarship distribution; fund balances do not lapse at fiscal year end.

Requires the department to promulgate administrative rules and publicize program availability in partnership with universities and nonprofit organizations; recipients who fail to comply with requirements must repay their awards.
