Creates the Michigan National Guard Child Care Assistance Program within the Department of Military and Veterans Affairs, administered by the Adjutant General.

Establishes eligibility for assistance requiring members to be in active service, not absent without leave, not under charges under the Michigan Code of Military Justice, and meeting other criteria set by the Adjutant General.

Provides approved eligible members with a stipend of $5.00 per hour for up to 12 hours per day during weekend drills and annual training, capped at 39 days per year.

Limits assistance to single parent members or members whose spouse is also an eligible National Guard member.

Creates the Michigan National Guard Child Care Assistance Fund in the state treasury to receive and invest money for the program, with funds remaining available year to year without lapsing to the general fund.
