Replaces the term "prostitution" with "commercial sexual activity" in the Fourth Class City Act's enumeration of prohibited conduct that cities may regulate and prevent.

Adds explicit reference to the Local Government Occupational Licensing Act (2018 PA 493, MCL 123.1421 to 123.1431) in subsection (3), clarifying that the city's general powers are subject to that act.

Takes effect 90 days after enactment into law.

Contains a tie-bar provision making the bill's effectiveness conditional on the enactment of Senate Bill No. ____ or House Bill No. 5841 in the 102nd Legislature.
