Changes reference from "prostitution" to "commercial sexual activity" in eligibility requirements for child care licenses, affecting individuals convicted of felonies involving transporting individuals for commercial sexual activity.

Maintains 10-year lookback period for felony convictions including harm to individuals, firearm/weapon use, fraud, theft, motor vehicle impairment causing serious injury or death, animal cruelty, stalking, indecent exposure, pandering, and habitual offender status.

Maintains 7-year lookback period for felony drug offense convictions and 5-year lookback period for misdemeanor convictions involving controlled substances, fraud, breaking and entering, stalking, assault, weapons offenses, and arson.

Takes effect 90 days after enactment, contingent upon passage of HB 5841 or Senate Bill No. ____ (request no. 04081'23) in the 102nd Legislature.
