Prohibits any person from using state funds, personnel, facilities, or other state resources to implement provisions of unratified treaties (treaties not approved by 2/3 Senate vote and ratified by the President).

Creates a private cause of action in state court allowing individuals to seek injunctive relief, declaratory relief, compensatory damages up to $10,000 per violation, and attorney fees for violations.

Requires state departments, agencies, and political subdivisions that publish rules, regulations, or guidance related to unratified treaty provisions to prove the rule was developed independently and that the unratified treaty was not a factor in its creation.
