Allocates recreation passport fee revenue first to the Secretary of State (up to $1,000,000 annually) and Department of Military and Veterans Affairs (up to $1,000,000 for first 3 years, then $500,000 thereafter) for administration costs.

Establishes a participation rate threshold: if prior year participation was below 55%, remaining revenue is allocated 80% to state park capital improvements and 20% combined to operations, maintenance, cultural resources, and other recreation purposes; if 55% or higher, allocation shifts to 70% for state park improvements and 30% combined to other purposes.

Increases funding to the local public recreation facilities fund from 10% to 20% of remaining revenue when participation rate reaches 55% or higher.

Requires the Department of State to report participation rates to the Department of Natural Resources by August 1 each year, with participation rate defined as the percentage of registered motor vehicles (excluding commercial vehicles) for which the recreation passport fee was paid.

Maintains annual appropriations from the general fund to compensate for revenue lost from veterans and military members exempt from paying the recreation passport fee.
