MI HB5875

Removes detailed animal seizure and bond procedures (subsections 17-29) from MCL 750.49 and replaces them with reference to the animal abuser registry act and animal forfeiture act procedures.

Adds "starve" as a prohibited act in animal cruelty statutes and clarifies that violations apply to all animals, not just companion animals.

Makes court orders mandatory (rather than discretionary) that convicted individuals not own or possess animals, with duration tied to probation period or animal abuser registry registration period, whichever is longer.

Adds registry requirements under the animal abuser registry act for individuals convicted of animal fighting, cruelty, or killing/torturing animals, with forfeiture proceedings under the animal forfeiture act.

Bill takes effect 10 days after enactment and is conditioned on concurrent passage of HB 5876 and HB 5877.
