Amends MCL 777.11b to add a new felony offense to Michigan's sentencing guidelines: failure to comply with animal abuser registry for second or subsequent offense under MCL 28.913(1)(b), classified as a Class G felony with a statutory maximum sentence of 2 years.

Updates the sentencing guidelines table in Chapter XVII of the Code of Criminal Procedure to incorporate the animal abuser registry violation offense alongside existing public order, property, and public safety felonies.

Takes effect 10 days after enactment, contingent on the simultaneous enactment of HB 5877 (request no. 06342'24) of the 102nd Legislature.
