Adds new definitions including "communication technology," "financial institution," and "financial services provider" to Michigan's notarial acts law.

Allows notaries to perform electronic notarizations using approved electronic notarization systems selected by the notary, subject to standards established by the Secretary of State and Department of Technology, Management, and Budget.

Permits notaries to use remote electronic notarization platforms approved by the state to notarize documents for remotely located individuals with audio and visual recording capabilities.

Creates new Section 26e allowing attorneys licensed in Michigan and certain financial services provider employees to use communication technology for electronic notarizations during declared emergencies, with specific requirements including video recording, identity verification, and transmission of signed documents.

Requires notaries to disclose when notarial acts are performed using electronic systems, remote platforms, or communication technology in the notarial certificate and maintain records of remote notarizations for at least 10 years; repeals prior Section 26d.
