• Establishes liability insurance requirements of at least $100,000.00 per license for bodily injury from adulterated marihuana and requires proof of financial responsibility for all licensees and applicants.

• Maintains the 10% excise tax on marihuana sales and continues allocating tax revenue to schools (35%), transportation (35%), municipalities (15%), and counties (15%), with adjustments for tribal operations.
