Beginning June 1, 2025, notary public applicants must complete a course of instruction from a licensed notary public school and pass an examination administered under the notary public education licensure act.

Changes felony conviction disqualification to exclude only felonies as defined in section 41(5) and specified misdemeanors as defined in section 41(2), removing the blanket ban on misdemeanors and violations.

Eliminates automatic reappointment of notaries public upon commission expiration; individuals seeking renewal must submit a new application as an original appointment within 60 days before expiration.

Licensed attorneys applying for reappointment must demonstrate they remain in good standing with the State Bar of Michigan and comply with the same requirements as other applicants, including educational and examination requirements beginning June 1, 2025.

This amendatory act takes effect only if Senate Bill No. ____ or House Bill No. 5899 is enacted into law.
