Establishes the "Notary Public Education Licensure Act" requiring persons to obtain a license from the Secretary of State to operate a notary school in Michigan.

Notary school applicants must be Michigan residents or located in Michigan, maintain professional liability insurance with at least $100,000 per occurrence coverage, and pay an initial license fee of $2,000 ($500 for renewal every 2 years).

Notary schools must provide a minimum 4-hour initial training course and 3-hour renewal course with mandated curriculum covering notarial acts, identity verification, document preparation, remote notarization, ethical issues, and must employ at least one certified notary public as instructor.

Requires students to pass a standardized 75-question examination (selected from 100 department-developed questions) within 90 days of course completion, with a passing score of 80% or higher proctored by approved third-party vendors.

Violators of the act are subject to civil fines up to $1,000 per violation and must pay restitution to injured individuals equal to course fees plus an additional 20%; Department of State must promulgate implementing rules.
