Repeals the environmental permit review commission (sections 1313-1317) and restructures permit processing definitions and procedures under the Natural Resources and Environmental Protection Act.

Requires permit applicants proposing facilities in overburdened communities to prepare environmental justice impact assessments, hold public hearings at least 60 days before application completion, and submit hearing transcripts and written comments to the department.

Establishes that the department must deny permits for facilities in overburdened communities unless approval would not be discriminatory, with limited exceptions for compelling public interests where no less discriminatory alternative exists and comparable mitigation measures are adopted.

Mandates the department publish and update a list of overburdened communities (defined by census block groups with median household income at or below 65% of state median and meeting criteria including poverty, minority population, or limited English proficiency) within 120 days and every 2 years thereafter.

Imposes conditions on approved permits in overburdened communities to protect public health, reduce disparate environmental impacts, increase community engagement and transparency, and promote equitable transition to a pollution-free economy; allows the department to assess reasonable fees on permit applicants to cover implementation costs.
