Adds "qualified authority" as a type of peace officer jurisdiction alongside county, city, village, township, public airport authority, and university officers under MCL 764.2a.

Expands circumstances allowing law enforcement officers of qualified authorities to exercise powers outside their geographic boundaries when they witness violations and immediately pursue offenders, including state laws, administrative rules, local ordinances, and civil infractions.

Defines "qualified authority" as that term defined in section 1 of 1955 PA 233, MCL 124.281, related to entities furnishing water, sewage disposal, or waste management services.

Establishes that geographic boundaries of a qualified authority include both the authority's own boundaries and boundaries of any county, city, village, or township contracting with it for water, sewage, or waste management services.

Makes this act contingent on enactment of either Senate Bill No. ____ or House Bill No. 5909 (tied bill provision).
