Adds authorization for certain municipal authorities to appoint or employ law enforcement officers and create law enforcement agencies within their organizations.

Defines "qualified authority" as an authority owning or operating a sewage disposal system or water supply system with treatment capacity of 1 billion gallons or more, granting them enhanced regulatory and enforcement powers.

Allows qualified authorities to adopt ordinances, rules, and regulations by their governing body without requiring constituent municipality concurrence, with notice published on a website and in newspapers.

Grants law enforcement officers of qualified authorities the same powers as state peace officers and police officers to enforce criminal laws, state laws, local ordinances, and the authority's own rules and regulations.

Requires law enforcement agencies of qualified authorities to file documentation of officer authority with the Michigan commission on law enforcement standards and submit monthly uniform crime reports to the state police.
