Authorizes the state administrative board to convey approximately 0.29 acres of state-owned property in Windsor Township, Eaton County to the Michigan Police Equipment Company within 2 years to eliminate a building encroachment on state land.

Requires the conveyance to be for not less than fair market value as determined by an independent appraisal plus the state's reasonable costs of implementing the sale.

Conveyance must be by quitclaim deed prepared by the department of attorney general and must include all surplus, salvage, scrap property, and permanent improvements on the land.

State retains the right to 1/2 of gross revenue if oil, gas, or minerals are developed on the property, and reserves all aboriginal antiquities with right to enter for exploration and excavation.

Net revenue from the sale, after deducting costs for surveying, appraising, environmental remediation, legal fees, and litigation, must be deposited in the state general fund.
