Extends the authorization for the Department of Natural Resources to levy and collect annual groundwater discharge permit fees until October 1, 2027.

Reduces the permit fee for group 2 facilities from an unspecified amount to $1,800.00 and extends this same fee to mobile home parks with 1,000 or fewer residents and campgrounds with 1,000 or fewer sites that would otherwise qualify as group 1 facilities.

Exempts municipalities with 1,000 or fewer residents from paying the standard group 1 facility fee of $7,500.00, instead charging them $1,800.00.

Provides a 15% annual discount on groundwater discharge permit fees if the Department fails to grant or deny a permit application within 180 days of receipt.

Maintains existing fee structures for group 2a facilities ($300.00) and group 3 facilities ($240.00), and allows municipalities to pass permit fees to facility users.
