Creates a 24-hour notification requirement for counties discharging waste or sewage into a contiguous county's watershed in violation of volumetric limits, with the receiving county having 24 hours to grant or deny permission.

Establishes a civil fine of up to $500,000 for counties failing to provide required notification or discharging before receiving permission.

Imposes a civil fine of $5,000,000 or 20 cents per gallon (whichever is greater) on counties discharging waste in violation of volumetric limits that impact a contiguous county's watershed.

Increases criminal penalties for environmental violations to felonies with imprisonment up to 2 years for initial violations and up to 5 years for violations posing substantial endangerment to public health and safety.

Creates the discharge recovery fund to receive civil fines and provides grants to counties whose watersheds are impacted by illegal discharges.
